LIHEAP PROCESSING CLERK | DECORAH

Full-Time, 40 hours/week between August and March, Non-Exempt Position | Based in our Decorah Corporate Office

The Processing Clerk supports operations of the Low-Income Home Energy Assistance Program (LIHEAP) by reviewing applications for completeness and compliance, maintaining accurate records, and providing timely, professional customer service. The position coordinates with the LIHEAP Coordinator, Family Services Specialists, and energy vendors to resolve issues that impact eligibility, documentation, and application processing. The role supports payment-related processes, including refunds and reissues, prepares routine reports and mailings, and maintains vendor agreements and related tracking. The Processing Clerk attends applicable state and agency meetings and trainings and helps reduce application errors by identifying trends and sharing guidance with staff.

This position is responsible for complying with all agency and departmental policies and procedures that reflect and promote these values in the delivery of services.
 
Education and/or experience: High school diploma or general education degree (GED) and one year of related experience in basic accounting procedures or office management. Computer experience in Microsoft Office, Excel, and data entry is preferred. 
 

Pay range for this position is $16.82/hr. – $19.47/hr.

FAMILY SERVICES SPECIALIST | OELWEIN

Full-Time (35-40 hours/week May – August, Non-Exempt Position | Base office Location in Oelwein with occasional travel within NEICAC service area.

Evaluate needs and identify available NEICAC programs or external referral sources to improve individual and family stability. Assist individuals through the application and eligibility determination process for NEICAC programs. Collaborate and advocate for improved individual and family well-being and outcomes. This position must perform regular duties at the assigned worksite.

Target Experience: Experience providing services to low-income populations and trauma-informed care practices preferred.

Must satisfactorily complete a Criminal Records Check, including Fingerprints, and a pre-employment drug screen. Must complete a physical prior to hire. Candidate must carry the NEICAC required levels of automobile insurance coverage.

Pay range for this position is $16.82/hr. – $19.47/hr.

CO TEACHER FLOAT POSITION | HEAD START - NEW HAMPTON, CRESCO, DECORAH

Full-Time (40 hours/week during the school year), Non-Exempt Position | Travel by personal vehicle to New Hampton, Cresco, and Decorah Classrooms

Assist Teacher in providing children with a safe, nurturing, engaging, enjoyable and secure learning environment. Assist the children to gain the awareness, skills and confidence necessary to succeed in their present environment and to deal with later responsibilities in school and life.

Minimum Education & Experience: High School Diploma

As prescribed in section 648A(a)(2)(B)(ii) of the Act, a program must ensure Head Start Preschool assistant teachers at minimum:

  • Have a Child Development Associate (CDA) credential or a State-awarded certificate that meets or exceeds the requirements for a CDA credential OR
  • Are enrolled in a program that will lead to an associate or baccalaureate degree OR
  • Complete the CDA credential program within two years of the time of hire

TRANSIT DRIVER | STATION POINTS IN ALLAMAKEE, CLAYTON, FAYETTE, HOWARD, WINNESHIEK COUNTIES

Variable, Non-Exempt Position | Flexible Scheduling Available!

NEICAC’s EARL Public Transit provides in-town and out-of-town scheduled and demand response transportation service from anywhere within our five county area, to both local & out-of-area destinations. EARL Public Transit is regularly used to transport people to work, medical appointments, school, meal service, shopping or other local transportation needs. All services are open to the general public.

Drivers are responsible for the operation of our Transit vehicles to safely transport passengers to and from their destinations.

Minimum Education: High School Diploma or General Educational Development (GED)

Target Applicants are those who have:

Class C Drivers – Commercial Driver License Class C with Passenger Endorsement

Class B Drivers – Commercial Driver License Class B with Passenger Endorsement

Will Consider applicants who have:

Class D Chauffeurs, with interest in pursuing a CDL

Must be able to pass a pre-employment work screen, DOT physical & drug screen, criminal history background check, and a motor vehicle records check.

Pay ranges for this position are:

CDL: $16.79/hr. – $19.44/hr.

Chauffer License: $13.57/hr. – $15.72/hr.

HEAD START SUBSTITUTE TEACHER

Substitute Head Start Teacher to be available for short and/or long-term subbing in our Head Start classroom(s). NEICAC has classrooms in Postville, Waukon, Waverly, New Hampton, Monona, Oelwein, Cresco, and Decorah in Northeast Iowa. Provide children with a safe, nurturing, and engaging environment. 

Minimum Education: High School Diploma or General Educational Development (GED)

Must be able to satisfactorily complete a pre-employment physical, drug screen, and required criminal background checks. Must have a valid Driver’s License and carry the State of Iowa minimum required levels of automobile insurance. 

$15.92/hr.

Position is eligible for IPERS.
