TRANSIT DISPATCHER/SCHEDULER

Full-Time, 40 hours/week-Non-Exempt Position | Based in Decorah

The EARL Public Transit Dispatch/Scheduler ensures the smooth operation of door-to-door transit services by coordinating daily driver schedules and managing real-time trip assignments. This role involves optimizing routes, maintaining communication with drivers, and responding to service disruptions to ensure timely and efficient transportation. The position also includes verifying rider information, preparing routes, and adjusting schedules using specialized software. Strong organizational and communication skills are essential for handling dynamic service needs and providing excellent customer support. The Dispatch/Scheduler plays a key role in delivering safe, accessible, and dependable transit to the community. This position must perform regular duties at the assigned worksite. This is a safety-sensitive position.

Some program-specific duties include, but are not limited to:

Program Specific:

  • Learn functionality of all equipment and systems used, adapting to changing technologies as needed
  • Keep Operations Manager appraised of all matters affecting the transit department

Dispatch Duties

  • Provide a variety of public transportation information to passengers, the public and other organizations, responding to inquiries and requests for service in a courteous manner.
  • Monitor Medicaid broker portal for new, cancelled, or revised trip requests.

Scheduling Duties

  • Schedule door-to-door trips based on rider requests and service policies.
  • Optimize routes to minimize travel time and maximize vehicle utilization.
Education and/or experience: 

High school diploma or GED equivalent with one year administrative or customer service-related experience required. Attention to detail, organizational, communication and customer service skills are also required. Computer skills, including data entry, typing and Microsoft Excel and Access programs are highly desirable.

 Pay range for this position is $16.79-$19.44/hour

TRANSPORTATION DIRECTOR

Full-Time, 40 hours/week-Exempt Position | Based in Decorah

Responsible for the overall administration, operation, coordination, and management of the Transportation Program. This position may perform regular duties at alternative sites with the permission of the Chief Executive Officer.

The Transportation Director is expected to exemplify the agency’s core value of Growth, Adaptability, Respect, Responsiveness, Compassion, and Collaboration. This position is responsible for complying with all agency and departmental policies and procedures that reflect and promote these values in the delivery of service.

Some program-specific duties include, but are not limited to:

  • Develop and maintain sustainable transportation programming compliant with state and federal guidelines.
  • Responsible for fiscal management of Transit Program including expenditure approvals, budget compliance and program financial stability.
  • Ensure all elements of Transit Program operate accurately and efficiently.
  • Accurately complete and submit any required records or reports to appropriate funding sources.
  • Responsible for transportation programs’ vehicle status, equipment of vans (purchasing, housing, repairs and estimates) and overall collection of donations.
  • Responsible for all correspondence to individuals involved with Transit Program administered by NEICAC.
  • Develop and oversee the dispatch and scheduling processes, ensuring that all resources are used efficiently, and that service delivery is on time and meets safety standards.
  • Research and apply for funding opportunities for Transit Programs, always working to expand programs and services.
Education and/or experience: 

High school diploma/GED with 5-7 years of Public Transit experience or BA degree related field and 3-5 years of related Public Transit or Community Action management experience.

Pay range for this position is $69,954.00-$80,981.00/YEAR

WEATHERIZATION CREW MEMBER

Full-Time, 40 hours/week, Non-Exempt Position | Based In West Union

The Weatherization Crew Member performs hands-on construction and weatherization work to improve the energy efficiency, safety, and comfort of residential homes for income-eligible households. This role includes tasks such as insulation installation, air sealing, minor repairs, and other approved weatherization measures in accordance with current Weatherization Assistance Program (WAP) regulations. Crew members work collaboratively as part of a team in occupied homes while maintaining a high standard of professionalism and respect for clients. The position also requires maintaining accurate agency records and proper use and care of tools, equipment, and program property.

Education and/or experience: 
  • High School diploma or GED required
  • Basic knowledge of construction, carpentry, or home repair preferred

  • Experience working in occupied homes or other customer-facing environments preferred

Pay range for this position is $19.93/hr. – $23.08/hr.

LIHEAP PROCESSING CLERK | DECORAH

Full-Time, 40 hours/week between August and March, Non-Exempt Position | Based in our Decorah Corporate Office

The Processing Clerk supports operations of the Low-Income Home Energy Assistance Program (LIHEAP) by reviewing applications for completeness and compliance, maintaining accurate records, and providing timely, professional customer service. The position coordinates with the LIHEAP Coordinator, Family Services Specialists, and energy vendors to resolve issues that impact eligibility, documentation, and application processing. The role supports payment-related processes, including refunds and reissues, prepares routine reports and mailings, and maintains vendor agreements and related tracking. The Processing Clerk attends applicable state and agency meetings and trainings and helps reduce application errors by identifying trends and sharing guidance with staff.

This position is responsible for complying with all agency and departmental policies and procedures that reflect and promote these values in the delivery of services.
 
Education and/or experience: High school diploma or general education degree (GED) and one year of related experience in basic accounting procedures or office management. Computer experience in Microsoft Office, Excel, and data entry is preferred. 
 

Pay range for this position is $16.82/hr. – $19.47/hr.

TRANSIT DRIVER | STATION POINTS IN ALLAMAKEE, CLAYTON, FAYETTE, HOWARD, WINNESHIEK COUNTIES

Variable, Non-Exempt Position | Flexible Scheduling Available!

NEICAC’s EARL Public Transit provides in-town and out-of-town scheduled and demand response transportation service from anywhere within our five county area, to both local & out-of-area destinations. EARL Public Transit is regularly used to transport people to work, medical appointments, school, meal service, shopping or other local transportation needs. All services are open to the general public.

Drivers are responsible for the operation of our Transit vehicles to safely transport passengers to and from their destinations.

Minimum Education: High School Diploma or General Educational Development (GED)

Target Applicants are those who have:

Class C Drivers – Commercial Driver License Class C with Passenger Endorsement

Class B Drivers – Commercial Driver License Class B with Passenger Endorsement

Will Consider applicants who have:

Class D Chauffeurs, with interest in pursuing a CDL

Must be able to pass a pre-employment work screen, DOT physical & drug screen, criminal history background check, and a motor vehicle records check.

Pay ranges for this position are:

CDL: $16.79/hr. – $19.44/hr.

Chauffer License: $13.57/hr. – $15.72/hr.

HEAD START SUBSTITUTE TEACHER

Substitute Head Start Teacher to be available for short and/or long-term subbing in our Head Start classroom(s). NEICAC has classrooms in Postville, Waukon, Waverly, New Hampton, Monona, Oelwein, Cresco, and Decorah in Northeast Iowa. Provide children with a safe, nurturing, and engaging environment. 

Minimum Education: High School Diploma or General Educational Development (GED)

Must be able to satisfactorily complete a pre-employment physical, drug screen, and required criminal background checks. Must have a valid Driver’s License and carry the State of Iowa minimum required levels of automobile insurance. 

$15.92/hr.

Position is eligible for IPERS.
