NEICAC’s eight Family Service offices are located in each of the seven counties we serve. These offices are the starting point for access to the programs that are administered by the agency. They are also the primary source of referrals to other programs for individuals and families seeking assistance.

Appointments are required to meet with our staff.

The Family Service Specialists are trained and experienced in dealing with the crises that individuals and families experience. Whether it is an emergency or crisis situation, applying for energy assistance or Head Start, the specialists must first make an assessment of the situation and the applicant’s eligibility for assistance. There are currently nine Family Services offices, one located in each county of the service area and two in Fayette and Allamakee counties. In Chickasaw, Fayette, Howard, and Winneshiek Counties our Family Service offices administer the county General Assistance programs.

Family Services offices located in Bremer, Howard and Winneshiek counties operate Food Pantries. Click here for NEICAC Food Pantry locations.

All programs have eligibility requirements determined mostly by household income. Click here for the US Federal Poverty Guidelines.

Our counties operate a Crisis Program and often funded by grants and private donations which allows us to assist when a household is facing an emergency. The Crisis Program will provide eligible households direct assistance for needs such as utilities, rent, medical and other basic necessities. These cash donations are tax deductible as NEICAC is a 501c3 charitable organization.

Annually NEICAC assists over 10,000 individuals. Over 3,000 referrals are made annually to other agencies that provide specific services not provided by NEICAC.

Embrace Iowa

“Embrace Iowa helped our family be getting us a stove. The stove we had was hazardous. When we would cook on it, it would stink the whole house up. Also, it leaked underneath the stove. That stove was so small that my two year old son could see inside the pan without standing on anything. Now, with our new stove we can cook without smelling anything or without cleaning up a leaky mess. Thanks so much for our new stove. We really appreciated it.”

Dynamic Partnerships

“St. Paul’s Lutheran Church and School have been pleased to be working with NEICAC. They have been a wonderful partner and resource for those individuals and families in our communities who are in need of support and assistance. We have been able to assist this organization with money for utilities, shelter, transportation, food, and other help. They also provide for emergency medical and dental services as well as mental health services for those who do not have the means to access those services on their own. St Paul’s considers the Northeast Iowa Community Action Corportation to be a vital part of our community.”
Ron Zell - Director or Administration, St. Paul's Lutheran Church & School
