Due to the rising operational costs of EARL Public Transit, general farebox rates will increase from $2.00 to $3.00 per ride, effective July 1, 2024.

The Northeast Iowa Community Action Corporation (NEICAC) EARL Public Transit Program is the Region 1 public transit provider under the Iowa Department of Transportation. EARL provides transportation services for residents in the Northeast corner counties of Allamakee, Clayton, Fayette, Howard and Winneshiek.
All rides are open to the general public, including persons with disabilities. EARL Public Transit vehicles provide lift assistance and are wheelchair accessible.
Transit offers demand-responsive and contract services for a variety of needs including:
- Community work activities and day hab services for individuals with disabilities

- Shopping & Errands
- Leisure Activities
- Non-Emergency Medical Appointments
